The Governmental Services Center, 217 W.
Fifth St., Spencer, is the home of Iowa Workforce Development (IWD), the
Northwest Iowa Planning and Development Commission (NWIPDC), the Division of
Vocational Rehabilitation Services (DVRS), and the Clay County Department of
Human Services (DHS).
Iowa Workforce Development (IWD) functions include job placement assistance,
unemployment insurance, unemployment tax liability services, services for
veterans, PROMISE JOBS, labor market information, dislocated worker programs,
proficiency testing, career guidance assessments, and others. Call (712)

The Northwest Iowa Planning and Development
Commission (NWIPDC) administers the Workforce Investment Act (WIA) program,
as well as PROMISE JOBS, Welfare to Work, and School to Work. NWIPDC also offers
assistance to member governmental bodies seeking financial and technical
assistance for job and economic development, regional planning, zoning, housing,
transportation, and other community issues. Call (712) 262-7225 for more

The Division of Vocational Rehabilitation
Services (IVRS) provides counseling and guidance, training, and job
placement assistance for persons identified as having a diagnosed disability.

Clay County DHS administers financial entitlement programs, including the Family
Investment Program (FIP), food stamps, Title XIX medical insurance, day care
financial assistance, child and adult protective service assessments, and social
work case management services. Day care registration and foster home licensing
activities are also part of the services provided by DHS. Call (712) 262-3586

Other Regional partners and local agencies also use the center to meet with
their customers and clients, including Lutheran Social Services and Experience
Works.
In addition, the center also features a resource center with PC-based technology
that allows job seekers access to the Internet, along with labor market
information, resume assistance, and numerous other career-based software
programs. Customers are also able to file their own claim for unemployment
insurance and register for center services via an Intranet application in the
resource center. A total of eight (8) PCs
are currently available at no charge to center customers.

About Spencer

eating! The 2009 fair will be Sept. 12 -20. Spencer also plays host to the
three-day “Flagfest” celebration each June and the Northwest Amateur golf
tournament in August.
