DES MOINES, IOWA – Total regular jobless benefits paid to Iowans in January increased by $4.7 million from December, according to Iowa Workforce Development (IWD) analysts. Benefits totaling $40.4 million were paid to 51,993 claimants, compared to $35.7 million paid to 42,823 jobless Iowans in December. Construction-related claims were higher as the arrival of colder weather resulted in a slowdown of outdoor activities. Jobless claims were generally stable in the remaining groups.

January 2004 benefit payments were $11.4 million below the January 2003 total of $51.8 million for 61,739 unemployed workers. Most of the decline was due to the loss of a processing Wednesday. The decrease in claims was concentrated in construction and manufacturing.

Payments to jobless Iowans under the Temporary Emergency Unemployment Compensation (TEUC) program continued in January. TEUC benefits totaling $4.1 million were paid to 5,484 claimants. This total is down from $7.4 million in TEUC benefits paid to 8,875 jobless workers in December. This program pays up to 13 weeks of additional benefits to claimants who have exhausted their regular unemployment insurance benefits. By law, this program stopped taking new claimants in January and is scheduled to expire at the end of March 2004.

Iowa Workforce Development, in cooperation with its many partner organizations, operates 71 offices serving all 99 Iowa counties. Sixteen regional workforce centers offer a one-stop experience for accessing many programs, products and services for job seekers, employers, students, economic developers and other community stakeholders.

IWD’s core services include job placement services for individuals; worker recruitment assistance to employers; training services to low-income and disadvantaged Iowans; worker protection and safety programs (inspections, consultation and education services); unemployment insurance programs and services; information regarding choices about careers, industries, labor availability and more; workers’ compensation benefits/entitlement; and technical assistance for employers.

Services, in most instances, are provided at no charge or for a nominal charge to the customer.
