The Mass Layoff
Statistics (MLS) program is a Federal-State initiative that identifies,
describes and tracks large job cutbacks. An event occurs
when at least 20 workers are separated involuntarily by their employer
due to a permanent layoff or closure for more than 30 days.
The Worker Adjustment and
Retraining Notification Act (WARN) enacted on August 4, 1988 offers
protection to workers, their families and communities by requiring
employers to provide notice 60 days in advance of covered plant closings
and covered mass layoffs. This notice must be provided to either
affected workers or their representatives (e.g., a labor union); to the
State dislocated worker unit; and to the appropriate unit of local
government.
