How Iowa Conducts Rapid
Response
In our increasingly globalized and highly competitive
economy, businesses are hardly ever stable. Companies are
constantly growing or shrinking, or are facing barriers that
keep them from growing. One of the biggest challenges
companies must face is having a workforce that is skilled
enough to allow them to innovate and compete, and ultimately
grow and prosper, in this economy.
Iowa Workforce Development and our
IowaWORKS Centers offer
many resources that can assist businesses and their workers,
regardless of where the company is in the business cycle.
One such resource is Rapid Response.
Rapid Response is a pro-active, customer-focused, and
flexible strategy designed for two major purposes. First, to
help growing companies access an available pool of skilled
workers from other companies that are downsizing or who have
been trained in the skills your company needs to be
competitive.
Second, to respond to layoffs and plant closings by quickly
coordinating services and providing immediate aid to
companies and their affected workers. Rapid Response
will work with employers and any employee representative(s)
to maximize public and private resources to minimize the
disruptions on companies, affected workers, and communities
that are associated with job loss. Rapid Response can
provide customized services on-site at an affected company,
accommodate any work schedules, and assist companies and
workers through the painful transitions associated with job
loss.
Following notification and confirmation of a layoff, the
State Rapid Response Coordinator arranges an on-site meeting
with the company and union officials (if applicable) with
the purpose of planning outplacement and family-survival services for workers
losing their jobs. Worker meetings are conducted to provide
information about finding new employment, resume workshops,
career counseling, training in a new career, and
unemployment insurance (UI). At these meetings, workers
learn about the services available to them at the IowaWORKS
Centers located throughout the state. Other state agencies
or community-based organizations are invited to participate,
as appropriate. These services are fully funded by the
Department of Labor through the State of Iowa under the
Workforce Investment Act (WIA) Dislocated Worker Program.
Some layoffs may require additional funding from the state
or a National Emergency Grant (NEG) from the national
reserve if the dislocation warrants such actions.
If job losses were caused by foreign competition, a petition
may need to be filed for benefits under Trade Adjustment
Assistance (TAA).
