NEW ELEVATOR RULES PROPOSED

The Elevator Safety Board and the Labor Commissioner adopted major changes to the rules governing elevator and escalator safety tests, inspections, special inspectors and related issues.  The new rules are effective July 22, 2009.

ACCREDITATION OF AECO'S AFFECTS Wind Tower Lift Manufacturers

On March 12, 2009, the American National Standards Institute accredited three accredited elevator/escalator certification organizations or AECO’s.  This action triggered important changes for the wind industry in Iowa.  Click here for more details.

PROCEDURES FOR ESCALATOR INSPECTIONS

ASME A17.1 requires an internal inspection of all escalators.  Please contact the Division of Labor Services or the private inspector responsible for the site prior to performing annual maintenance on escalators.  This will allow the internal inspection to occur in the most efficient manner.

OCCUPATIONAL SAFETY AND HEALTH COMPLIANCE

Elevator mechanics and inspectors are covered by occupational safety and health (OSHA) standards enforced by the Iowa Division of Labor Services.  The performance of a safety test, inspection, or maintenance work in a manner inconsistent with OSHA standards is prohibited.  The Consultation and Education Bureau can provide OSHA training and compliance assistance at no cost to the employer.

People on an elevatorElevators, escalators and related equipment are governed by Iowa Code Chapter 89A

State law requires that elevators, escalators, dumbwaiters, and related equipment comply with all applicable rules and statutes. No new installation or alteration work may begin in Iowa until the installer obtains the proper permit from the Iowa Division of Labor.  Applications for installation or alteration permits should be submitted eight weeks before work is scheduled to begin.  The permit is to be posted on the job site at the time the work begins. The equipment cannot be used until it passes inspection by a state inspector.
