Under the Workforce Investment Act of 1998, Region 14 partners joined forces to create and operate a Regional Workforce Development System. The goal of this system is to enhance customer service by providing useful information that will facilitate a customer's choice. The Region 14 Partnership is composed of state agencies and regional organizations committed to working together to improve accessibility for all individuals. Partner agencies that focus specifically on employment for people with disabilities in Region 14 include Iowa Vocational Rehabilitation Services, and Iowa Department for the Blind.  Region 14 serves residents in Southern Iowa covering Adair, Adams, Clarks, Decatur, Montgomery, Ringgold, Taylor and Union counties. This collaborative partnership of state and local agencies received a grant from the U.S. Department of Labor and the Social Security Administration to create new positions for Iowa's Workforce Development Centers called "Disability Program Navigators." Disability program navigators will not duplicate services offered by agencies supporting local workforce services.
