The Actuarial Research
program evaluates the solvency of Iowa's Unemployment Insurance
(UI) Trust Fund. Fund balance projections are prepared
under various sets of economic assumptions. Fund
projections and solvency analysis are published in the
Status
Report of the UI Trust Fund
(PDF).
Projections are then monitored to determine if revisions are
required due to changing economic conditions.
The
Iowa UI tax system is designed to trigger lower employer tax
rates as fund solvency improves. The Actuarial Research
program calculates the fund solvency ratios used and determines
the appropriate tax rate table.
The Actuarial Research
program also determines the financial impact of proposed changes
in Iowa's unemployment compensation system and studies how these
changes affect employers and claimants. The program also
conducts special research projects concerning unemployment
insurance related topics.
